The Department of Transportation pipeline regulations require liquids pipeline operators to develop quantitative methods for determining which portions of their lines could affect high consequence areas (HCAs) as part of an overall integrity management program. In order to comply with the regulations, models have been developed to predict the fate of released products for a variety of release scenarios and transport mechanisms.

The Liquids HCA Tool was developed by G2 Integrated Solutions (G2-IS) to bring about change and technologically adaptive solutions by providing a quantitative means for evaluating the fate of released products in common terrestrial settings.
